LOCAL RULES AND CONDITIONS OF COMPETITION
SECTION VI: HOSTING OBLIGATIONS AND TOURNAMENT FINANCES
6.01 Host Financial Responsibility
The Hosting Member shall be assessed a standard tournament levy of $150.00 USD per competitor. In addition to this sum, the Host is responsible for the procurement of a singular round of refreshments for all participating Guest Members.
A. Excess Fees: Should the greens fees for a sanctioned event exceed the $150.00 threshold, Guest Members shall be liable for 100% of the remaining balance.
B. Deficit Adjustment: In the event that greens fees are less than $150.00, the Host shall subsidize the remaining balance through the provision of additional food and beverage services until the $150.00 per-player minimum is satisfied.
C. Ancillary Transport: While locomotive transport is encouraged by the Commissioner, such travel is elective. All costs associated with rail, vehicle, ferry, or aircraft transit remain the sole responsibility of the individual player.
6.02 Refreshment Protocols
Guest Members shall assume financial responsibility for all subsequent beverages following the depletion of the Host’s initial round, provided the Host has met the minimum expenditure requirements set forth in Rule 09.71.94.
SECTION VII: TOURNAMENT PLAY AND LOCAL RULES
7.01 Concessions and Lies
A. Concessions ("Gimmies"): The Host Member maintains the authority to grant concessions to Guest Members. Conversely, a concession may only be granted to a Host Member via a supermajority (2-1) vote of the Guest Members.
B. Fairway Relief: At the Host’s discretion, a local rule may be enacted permitting a player to lift, clean, and place a ball resting in a divot within the boundaries of their own fairway.
7.02 The "Hat Hole" Point System
One (1) official point shall be awarded to the competitor who achieves Closest to the Pin on the designated Hat Hole. Eligibility: The ball must come to rest on the putting surface. If no competitor successfully lands a ball on the green, the point shall be vacated and carried over to the subsequent sanctioned event. Honors: The Hosting Member shall retain the honors on the teeing ground for the Hat Hole, regardless of the previous hole’s score. Tie-Breaking (Season End): In the event of a Hat Hole vacancy at the conclusion of the final seasonal event, the Host shall designate an alternative challenge to determine the allocation of the final point.
SECTION VIII: PAIRINGS AND LOGISTICS
8.01 Cart Assignment
Pairings shall be conducted on a rotational basis. The Host Member shall be paired with the Defending Champion. The Tour reserves the right to adjust pairings to ensure that every Member completes a round with every other Member over the course of the season.
8.02 Handicap Index
Official handicaps shall be audited on the morning of each sanctioned event. Stroke allocation will be strictly dictated by the current Handicap Index at the time of the audit.
SECTION IX: SPECIAL EVENTS AND CONDUCT
9.01 The "Rideher Cup" and Bonus Trips
A. Non-Sanctioned Status: The Rideher Cup is classified as a non-tour exhibition. No Conductors Cup points, Hat Hole points, or official standings shall be affected by the results of this event.
B. Funding: Bonus trips are self-funded by the individual membership. However, if a Major is canceled, the Member next in the hosting rotation shall fulfill their obligations subject to Rules 01.25.36, 03.69.15, and 09.71.94.9.02 Regional Provisions (Greenwich, CT) During the "MASSters" held in Greenwich, CT, all competitors are mandated to remain on-site overnight. Participation in post-round festivities ("Partayyy") is compulsory but must uphold the rules and regulations of the state of Connecticut.
9.02 Member Residency (The "Zzz" Provision) The geographical status of the member known as "Zzz" is fixed. Any change in residency requires a formal vote by the membership. Regardless of relocation, said member remains obligated to appear at all scheduled events.
SECTION X: TIE-BREAKER PROTOCOLS
In the event of a tie for a single round, the first tie-breaker shall be the total number of Hat Holes won during said round. Second tiebreaker will be to replay the 18th hole, if that is not an option a putt off will determine the winner. For Season Standings, the hierarchy shall be: Total Victories. Total Hat Holes won.
